About the Programme

I.       Background

This year marks the 20th anniversary of the establishment of China-ASEAN dialogue relationship. Over the past two decades, the two sides evolved from dialogue partners to strategic partners, with their mutual cooperation covering a wide range of domains. At present, the bilateral strategic partnership is standing at a new historical starting point and embracing a better opportunity for development. Poverty reduction has become a special platform for China to strengthen its exchange and cooperation with ASEAN countries and is also one of the highly important fields of cooperation. Therefore, an effective platform will be provided for China and various ASEAN countries to discuss over matters of common concern in the convening of China-ASEAN Forum on Social Development and Poverty Reduction with poverty reduction and development as the theme, with an exploration into the approach to narrowing the gap of development as the contents, and with sharing the development experience, promoting mutual benefit and win-win cooperation and achieving harmonious development as the goal.
So far, we have held the forum successfully in China, Vietnam and various other places for four consecutive years. More than 800 people, including government officials, experts and scholars from the relevant poverty reduction and development agencies of China, ASEAN countries and ASEAN Secretariat as well as delegates from various international organizations, attended the forum in the past four years. By hosting the forum, we exchanged and shared China’s successful experience in poverty reduction, stepped up the exchange and cooperation on poverty reduction and social development with ASEAN countries, deepened mutual understanding and enhanced the friendship.
II.     Theme
Theme of the Forum: Quality of Growth and Poverty Reduction
Major Topics for Discussion:
1. Relationship between the Quality of Economic Growth and Poverty Reduction;
2. Experience and Modes of Inclusive Growth;
3. Policy Measures to Improve the Quality of Growth and Enable the Growth to Benefit the Poverty-stricken Population
4. Country Cases and International Experience;
5. How Do Enterprises Participate in Inclusive Growth and Fulfill Social Responsibility?
III.    Venue and Time
Time: 3 days in 14-16 September, 2011
Venue: Borobudur Hotel, Jakarta, Indonesia
IV.    Organization
Hosts: Indonesia National Development Planning Agency (BAPPENAS) and the China State Council Leading Group Office of Poverty Alleviation and Development (LGOP);
Organizers: International Poverty Reduction Center in China (IPRCC), Directorate for Poverty Reduction Indonesia National Development Planning Agency, and Poverty Alleviation and Development Office of Guangxi Zhuang Autonomous Region of China
Supporters: ASEAN Secretariat, United Nations Development Programme (UNDP), the Asian Development Bank (ADB), the World Bank, the AusAID, China International Centre for Economic and Technical Exchanges(CICETE), Chinese Association for International Understanding (CAFIU), and some enterprises
V.      Scale and participants
150 participants among which:
?     40 people are Chinese representatives, mainly from domestic relevant ministries and agencies, domestic well-known scholars in related fields, the relevant provinces and Chinese-funded enterprises as well;
?     110 people are from outside China mainly from Indonesia and other ASEAN countries (including political party representatives, NGO representatives), and the rest are from the ASEAN Secretariat, other Asian countries, relevant international organizations and experts, as well as the local media.
?     A high level Chinese delegation headed by Mr. Fan Xiaojian, Director (Minister) of LGOP will attend the Forum;
?     Senior officials of the Government of Indonesia including Coordinating Minister for People's Welfare (tbc), Minister for Indonesia National Development Planning, senior officials of Ministry of Foreign Affairs of Indonesia, etc. will attend;
?     Delegations of senior officials from ASEAN and other Asian developing countries will be invited, including those from the Ministry of Finance, Ministry of Planning, Ministry of Labour, Ministry of Social Security, Ministry of Education and Health and Ministry of Environment, etc..
